Publication

This article gives a short description of different problems that could arise on the “publication” page in tenders in Mercell Source-to-Contract.

In case of rejection of the form by TED

Because TED manually validates publications, a successful validation of the form in Source-to-Contract does not automatically mean it will be accepted by TED.

In the case this happens, a buyer will be notified by TED that their publication has been rejected. If the notice has been sent to TED through a national publication website, it might be needed to contact the site to have the form be deleted there as well before a new publication can be published. After deleting from the national publication site, the form can be deleted (using the 3 dot menu on the right) and a new publication form created in S2C.

Business process management

The publication page is visible only in tenders in which in the BPM in Features the Publication part of the page is set to Enabled.

If a tender will be published through the Mercell publication page, a national platform or TED, ensure the setting “Do you want to allow suppliers to register for the tender through the publication? This will add an Apply button to the publication.” Is set to “Yes”. This will ensure that upon publication suppliers will be able to accept the invitation for their tender themselves.

Market consultation

When publishing a F01 as a market consultation the default state of a F01 is that the tender will not receive a publication on the publications page, and there is no way for the suppliers to accept an invitation.

Common error codes

MAIN CPV CODE INCONSISTENT WITH THE TYPE OF CONTRACT: SUPPLIES CORRESPONDS TO CPV CODE STARTING FROM 0 TO 44 AND WITH 48, WORKS WITH 45, SERVICES FROM 49 TO 98.

Check whether the selected CPV-code is of the same Type as the contract type selected in Section 2 Object.

A common error with TED is the language of the form. The publication form will be made in the language the user profile is set to. (So if the buyer wishes to publish in another language, first select that language in the user settings and only then create the publication.)
