TM - Mini-competition - Select suppliers to participate
Why
Currently, in mini competitions, all preselected suppliers from the DPS or Framework Agreement tender are added and can participate to submit an offer. There are cases where the buyer wants to select who can participate, for example when QS/DPS tenders are used to create Shortlists, or in mini competitions created from Framework agreements. In these cases, a few suppliers are invited to participate in the mini-competition.
What
Adding a new BPM setting that allows buyers to select which suppliers can participate in mini-competitions.
How
A new setting in the Features tab → Mini Competitions card
Name: Allow buyers to invite a selection of admitted suppliers. This setting is by default DISABLED.
Once the BPM is activated, the Suppliers tab in the Mini competition looks like the screenshot below. The “Start mini competition” is disabled. On hoover, we show a tooltip that the admitted supplier needs to be selected first.
The button “Add mini competition” opens a new inner page where the admitted suppliers from the DPS or Framework agreement tender are shown. In the case of a DPS with categories, we show the selected categories at the top. The buyer can select one or multiple suppliers. A counter of the selected suppliers is shown at the bottom.
Once added, the selected suppliers are shown in the Suppliers card and the buyer can start the mini competition. No changes are made to this. The buyer can remove suppliers when the tender is still in the preparation phase
Add admitted suppliers after creating Mini competition.
If the Mini competition was created and the buyer admitted suppliers in de DPS tender after creation of the mini competition, we show the suppliers in the “Admitted suppliers” page. The buyer can sort on the column “Date admitted” and the newest admitted suppliers will be shown at the top.
During Submission of offer phase
Suppliers can be added to the Mini competition during the Submission of offer phase. In Admitted supplier page, we show the suppliers that are already participating.
Once selecting a supplier and clicking on “Add to mini competition” we show the current pop-up that the supplier will be notified and automatically added to the mini competition.
Small changes
In this release, the following small changes have been implemented:
Align supplier answer for the price question in purple overlay to be a read only text and not a grayed out input field.
Amplitude - Add amplitude tracking on the published tender page
Amplitude - The current userID is replaced by the hashed email address of the user (to improve chances of tracking this user cross platforms).
MFA - Users that were excluded from the MFA process by an admin, are now automatically added to the MFA log in process after 7 days. A scheduled task is added which does this check and updates the list of excluded users.
Publication - A new email notification is introduced to inform users about publication forms that get into error state. This email is sent to all unmuted users with the permission to manage publications. Only for publications rejected by Doffin, the reason of rejection is also included in this email.
Tender - Verification - The design of the export of the Verification documents per supplier has been changed to match the existing export of all Questionnaire answers per supplier. Also, a timestamp has been added.
BPM - Swedish publication authority and Swedish forms are added. This should NOT be used yet. More information will be provided in the next release.

Bug Fixes
In this release [..] bugs have been resolved. Please find below a list of the noteworthy bugs:
Tender/Multilot - Public tender export is downloaded twice
Tender - Offer tab - Submission phase - Show who has submitted an offer is disabled - wrong keyword
Tender - Offer tab - Evaluation progress/statistic is not shown correctly when “Show who has submitted an offer” is disabled
Tender - Publication tab - Fixed a bug which could cause the TED status to disappear altogether (after opening / changing a published form, without rectifying it).
Tender - Publication tab - Doffin forms - Some issues with the Approve/Reject button have been fixed.
Tender - Verification - If awarding is finalized, the deadline can no longer be changed.
Tender - Verification - In the deadline date picker, the name of the verification process can no longer be changed.

Note: I’ve created the Sprint 121 section because before going on vacation Ardine described the TM - Requirements iteration 2: Navigation and overview and added it to Sprint 120. This functionality will NOT be available in Sprint 120 but Sprint 121.

Why
Improving the user experience when navigating through the different questionnaires and sections.
What
Adding a new inner page when opening a questionnaire. In this inner page, the buyer can see in the left menu the created questionnaires. This can be used to navigate between the questionnaire, reorder questionnaires and drag & drop questions inside the questionnaires.
How
When creating a new questionnaire, we show a new inner page as shown in the screenshot below. On the left side, the buyer can navigate between the created questionnaires and sections. “Back to Requirements” will return the buyer to the requirements overview page. With the + icon next Questionnaires, the buyer can create a new questionnaire or price component.
We added icons in front of the question types so it will be more clear to the buyer what the question types mean.
The three-dot menu is replaced with the “import” icon”. All options related to importing questions are shown here. We also moved the “Snippet” option to this Import button. We are changing the translation from “Snippet” to “Question Template” since this name is more meaningful.
