Advanced Criteria Module (ACM) Module
The process of creating questionnaires/criteria in a tender has been re-designed in order to be more straightforward and easier to use. The focus of the re-design lies in an updated user interface that highlights the quick creation and editing of criterion without having to go to multiple different pages each time.
To create questions in CTM, click on the blue link to the left of “Manage Questionnaire”:
The following screen will be displayed:
To add questions from a master Template click on “Add from Template” at the top of the page:
Click on the downward arrow next to “Select template”:
Select the question template that you wish to add and then select all the questions and click “Add”:
To create a new section, type in your heading in “Add new section” box:
To create a new question, click on the heading and then type in the box:
Then click on “Add single criterion” as shown above.
Click on the question and choose the criterion type, criterion setting and alternatives, then save:
In many cases contracting authority users will already have their qualification criteria created in a Word or PDF file. In order to reduce the time it would take to re-type them into CTM or copy and paste them one-by-one there is a way to add multiple separate criteria in one go. In order to do that the text for multiple criteria is pasted into the text field and between each criterion a separator (a special character that the company administrator defines) is added. The user then clicks on ‘Smart add’ and the system will create the criteria for the whole section.
How to create a smart Add Configuration (this can only be created by a Company Administrator)
Company Administrators can click on “Administration” and then “Company Administration”
Scroll down to Supplier qualification, and then click on “Smart add configuration”:
Define your separator as example in the box below:
Please see the below example questions/criteria with a separator (in this example #) has been added between each one.
2.1 Within the past five years, has your organisation (or any member of your proposed consortium, if applicable), Directors or partner or any other person who has powers of representation, decision or control been convicted of any of the following offences?# |
conspiracy within the meaning of section 1 or 1A of the Criminal Law Act 1977 or article 9 or 9A of the Criminal Attempts and Conspiracy (Northern Ireland) Order 1983 where that conspiracy relates to participation in a criminal organisation as defined in Article 2 of Council Framework Decision 2008/841/JHA on the fight against organised crime;# |
corruption within the meaning of section 1(2) of the Public Bodies Corrupt Practices Act 1889 or section 1 of the Prevention of Corruption Act 1906;# |
the common law offence of bribery;# |
bribery within the meaning of sections 1, 2 or 6 of the Bribery Act 2010; or section 113 of the Representation of the People Act 1983;# |
any of the following offences, where the offence relates to fraud affecting the European Communities’ financial interests as defined by Article 1 of the Convention on the protection of the financial interests of the European Communities:# |
(i) the offence of cheating the Revenue;# |
(ii) the offence of conspiracy to defraud;# |
Please see the below example which the different questions/criteria have been copied and pasted from the above table into the criterion creation field below and a separator (in this example the number #) which has been added between each one.
After all criteria have been added they can be edited by clicking on a criterion in the overview list and all relevant options to configure the criterion will be displayed on the same page. By default, all criteria that are added directly on the Advanced Criteria Module page and not through templates or importing are added as Single choice type questions with Yes/No answer alternatives.
It is also possible to change around the order of the questions and sections as it is possible to drag and drop a question within the same section from one section to another or move a whole section to a different location on the overview list.
The previously existing options of creating a questionnaire using questionnaire templates and the Excel import file remain available. The new user interface is also available when creating new or editing old questionnaire templates as a company administrator.
It is not possible to create table type questions in the Advanced Criteria Module.
Please note that this new feature does not change how suppliers see or answer the online questionnaire.
