Suitability requirements include requirements or other questions related to the provider or the response. The information specified in the section automatically creates a form page on http://Tarjouspalvelu.fi under the "Suitability requirements" tab, where the bidder answers the specified questions.

 

Introduction

 

You can choose an introduction from pre-saved texts for the suitability requirements or by entering the introduction in the text field.

 

Create eligibility requirements

 

Create a new eligibility requirement by writing the requirement in the "new requirement" field

Select the type of eligibility requirement field

  • Numerical  

    • The provider enters numerical information

    • We select the end of the field, i.e. the unit

    • Minimum and/or maximum values ​​can be defined  

    • Can be made mandatory under "input required"

    • The number of decimal places in the value entered by the bidder can be limited

  • FYI

    • Text for the information of the bidder, no reply is requested

  • Rechargeable

    • The provider downloads the file

    • Can be made mandatory under "download required"

  • Text

    • The provider enters free text

    • Possibility to make it mandatory under "input required"

    • You can define a maximum length for the answer (X characters)

    • It can be defined whether the bidder's answer can be 

      • single line

      • multi-line

      • or single or multi-line

  • Menu

    • A drop-down menu from which the supplier can choose the option he wants

    • Restrictions can be drawn up for the selection of the provider: 

      • There is no limitation in the choice

        • the bidder can choose as many options as he wants or leave the question unanswered

      • Choose at most one

        • the bidder can choose one option or leave the question unanswered

      • At least one must be selected

        • the bidder must choose one or more options (the question is then mandatory)

      • Choose one

        • the bidder must choose one option (the question is then mandatory)

  • Yes/No

    • The provider answers yes or no

    • The question can be mandatory or optional

    • A yes or no answer can be defined as mandatory 

    • Conditional criteria can be drawn up for the criterion

      • With the selection "Contains "Yes" conditional criteria" a new question can be defined for the bidder if he answers "Yes" to the original question

      • With the option "Contains "No" conditional criteria" a new question can be defined for the bidder if he answers the original question "No"

  • The record

    • Prepare the desired battery of questions, which the bidder must answer x times (e.g. references)

      • Create the questions/criteria under "Record criteria"

    • It is possible to define the minimum and/or maximum number of times the bidder must answer the battery of questions

      • The question is optional if the values ​​are left undefined

    • The tenderer can add a new set of questions in the tender service under "Add answer line>>"

Edit eligibility requirements

 

Edit all requirements

  • Remove the selected requirements from the red box at once

    • At the end of the line, select the requirements you want to remove

  • Export the selections as a criteria group 

    • Select the criteria you want to save as a group in the criteria library (See criteria library instructions  here )

  • The criteria library can be accessed from the book icon

    • From the criteria library, you can import a ready group of suitability requirements for the procurement in question

Edit individual requirements

  • The criterion can be removed from the red raksi icon

  • The order of the suitability requirements can be edited by grabbing the desired criterion with the mouse and dragging (drag and drop) it to the desired place. 

 

Functions - menu 

  • The functions menu is for each suitability requirement and its criteria

  • Close criterion

    • Hides the eligibility requirement details (only shows the eligibility requirement title)

    • To edit an eligibility requirement again, you must first open it from the icon - open all requirements

  • Move or copy a criterion

    • You can move the eligibility requirement to another location or copy it

    • A list of which functions can be used to move or copy criteria requirements opens in a separate window

      • Move or copy the requirement as a conditional criterion of the Yes/No criterion

        • Add to the "Yes" option

        • Add to the "No" option

      • With the "New requirement" selection, the requirement in question can be copied as a new requirement

  • You can create additional information for the criterion using the square icon 

    • In the offer service, additional information is shown to the supplier behind the question mark for the criterion in question
